Libya rivals agree roadmap for elections within 24 months at UN-led talks

Walid Ellafi, state minister of political affairs and communications in the Government of National Unity, stated that legislative and presidential elections should occur within 24 months under a single executive authority and unified national institutions. Shibani AbuHamoud, head of the army's general command, indicated that the 4+4 group would collaborate with UNSMIL to develop an implementation framework within one month.

The agreement stipulates that if Libya's House of Representatives and High Council of State fail to approve the deal within a month, parties will pursue its adoption as a constitutional document through national mechanisms and seek international backing via the UN Security Council. Libya has experienced limited stability since the 2011 uprising, splitting into eastern and western factions in 2014, though major warfare has been minimal since a 2020 ceasefire. While major political players have called for elections, many citizens doubt their willingness to vote if it means relinquishing authority.
