The Orange County District Attorney's Office has concluded its criminal investigation into a May 2026 chemical incident at the GKN Aerospace Transparency Systems, Inc. plant in Garden Grove. As a result, the office has negotiated a claims program of up to $100 million for the more than 50,000 residents and businesses forced to evacuate their homes.
The incident involved a chemical tank that threatened to explode, leading to a five-day evacuation period for an estimated 13,000 to 17,000 households. The claims program, to be administered by an independent third party, will reimburse affected individuals for expenses such as hotel stays, loss of use, meals, transportation, and lost wages.
In addition to the community claims program, the District Attorney's Office is negotiating a civil disposition with GKN that will include a comprehensive safety plan and ongoing independent monitoring of the plant's operations. These measures will require judicial approval and court enforcement. The office is also seeking reimbursement for first responders and civil penalties.
Orange County District Attorney Todd Spitzer stated his commitment to making affected residents whole and ensuring the safe operation of businesses within the community. GKN Aerospace, a manufacturer of aircraft windows and cockpits for military aircraft, is reportedly cooperating with the investigation and supports a target of September 28 to resume full manufacturing operations, contingent on compliance with required safety standards.
