U.S. President Donald Trump announced on October 9 that Russia had agreed to supply millions of tons of diesel fuel to the U.S. and global markets. The announcement followed a call with Russian President Vladimir Putin.
Trump stated on Truth Social that Russia would "immediately supply over 300,000 Tons of Diesel Fuel to the American and Global Marketplace, another 500,000 Tons during the month of November, and 1,000,000 Tons immediately thereafter." He added that "Diesel Prices for Americans and, indeed, the World, will be COMING DOWN, IN RECORD NUMBERS, AND FAST!"
The U.S. Treasury reported that the Office of Foreign Assets Control (OFAC) is issuing a temporary general license to allow the supply of Russian diesel to the global market.
The agreement comes as Russia seeks relief from U.S. sanctions and is reportedly seeking to link a potential halt to attacks on energy infrastructure in Ukraine to ceasefire arrangements in the Black Sea.
