This figure, announced on Wednesday, represents one of the highest fatality estimates from a Western government and suggests Russia's total casualty cost is significantly steeper than previously acknowledged.
Until now, Western governments had cited a combined killed-and-wounded figure of around 1.2 million by late 2025. The new estimate implies that hundreds of thousands more Russian troops are likely wounded.
This disclosure aligns with a growing consensus that Russia is on its back foot for the first time since the war's early months. The Institute for the Study of War noted that Russian battlefield gains are "approaching net zero" as Ukrainian forces begin to break out of the positional warfare that has characterized the front since 2023. In April, Russia lost 116 square kilometers of Ukrainian territory, its first net territorial loss in 20 months.
Michael Clarke, former director-general of the Royal United Services Institute, told CBS News that the real toll "might well be higher" due to Russian forces' neglect of their front-line wounded. The Netherlands' main military intelligence agency previously estimated Russia's "permanent losses" at roughly 1.2 million, including over 500,000 killed. Independent Russian investigators have documented over 108,000 Russian war dead individually named through open-source reporting, with an extrapolated minimum of around 350,000, according to Meduza.
U.S. intelligence agencies have not publicly endorsed a specific fatality estimate, but the Office of the Director of National Intelligence assessed in March 2025 that Russia had suffered more than 750,000 killed and wounded. Ukraine's General Staff has put cumulative Russian losses higher still, at roughly 1.36 million killed and wounded.
The casualty count was discussed alongside broader concerns about Russian hybrid operations targeting the UK, including cyberattacks, sabotage, and efforts to smuggle Western technology to Russia's defense industry. GCHQ is working with partners to counter these threats.
