The project was discussed on September 14 in Abidjan between company officials and representatives from the Centre for Investment Promotion in Côte d’Ivoire (CEPICI).
While specific details regarding the mill’s location, processing capacity, and construction timeline remain undisclosed, the initiative comes at a time of rising demand for wheat and flour in Côte d’Ivoire and the surrounding region. Wheat consumption in the country has grown by nearly 34% over the past three years and is projected to reach 806,000 tons in the 2026/2027 marketing year, according to data from the U.S. Department of Agriculture (USDA).
Côte d’Ivoire does not produce wheat domestically, relying entirely on imports. The majority of processed wheat is used for bread, with smaller quantities for pastries and biscuits. The bakery sector alone generates an estimated $167 million in annual revenue, driven by urbanization. Beyond domestic consumption, Côte d’Ivoire serves as a re-export hub for wheat and flour to neighboring West African countries, particularly landlocked nations like Burkina Faso, which accounts for the vast majority of these re-exports.
This expansion plan by Moulin Koira follows recent investments in the sector, including the completion of a new integrated complex for flour producer Moulin Sako by Turkish group Alapala. Moulin Sako’s facility includes a mill with a daily capacity of 250 tons and six silos for 15,000 tons of grain storage.
