Key facts
- Japan plans to implement a new payment infrastructure enabling real-time settlement of stock and Japanese government bond transactions.
Japan is set to begin work on a next-generation payment infrastructure, aiming for instantaneous settlement of stock and Japanese government bond transactions using blockchain technology. Mitsubishi UFJ Financial Group is leading a proof-of-concept project on the Canton Network for Japanese government bond repo transactions, targeting 24/7 on-chain settlement.

This initiative could significantly modernize Japan's financial infrastructure by enabling faster, more efficient, and potentially 24/7 settlement of key financial instruments, reducing capital tie-ups and operational risks.
Japan is preparing to launch a new payment infrastructure designed to enable real-time settlement of stock and Japanese government bond transactions through blockchain technology. The Bank of Japan and other agencies are aiming to roll out this next-generation system within the next few years.
Mitsubishi UFJ Financial Group (MUFG), along with several subsidiaries, has initiated a proof-of-concept project utilizing distributed ledger technology for repurchase agreement (repo) transactions involving Japanese government bonds. This initiative, announced on August 13, 2026, aims to integrate these short-term financing deals onto a blockchain platform tailored for institutional finance. The project is being conducted on the Canton Network, a blockchain designed for privacy, control, and regulatory compliance for large financial institutions.
The trial focuses on testing simultaneous delivery-versus-payment settlement of bonds alongside digital forms of money, such as tokenized deposits or stablecoins. The legal status of the government bonds will remain unchanged, with official account registers updated in parallel with blockchain records. A secondary aspect of the trial involves automating the entire repo transaction lifecycle using smart contract-based protocols, which is expected to enhance operational efficiency and improve funding and capital utilization through real-time, intraday settlements outside conventional market hours.
This proof-of-concept is part of a broader set of pilot programs selected in February 2026 by the Financial Services Agency of Japan under its Payment Innovation Project. MUFG intends to maintain close communication with regulators and expand collaboration to include other domestic and international market participants, leveraging its strategic partnership with Morgan Stanley. This effort builds on MUFG's prior work in on-chain finance, including security token issuances and asset tokenization. The exploration of blockchain for the highly liquid government bond repo market seeks to demonstrate tangible improvements in speed, efficiency, and capital usage while adhering to existing legal and operational frameworks. Success could reduce settlement risk, free up collateral faster, and support more flexible funding strategies, representing a measured step toward integrating institutional-grade blockchain infrastructure into Japan's bond market.
