India solar firms face cell shortage amid China import hurdles

India's ambition to build a self-reliant solar manufacturing industry is being hampered by a critical shortage of domestically produced solar cells. This supply gap is disrupting production for small and midsize manufacturers, increasing procurement costs, and extending delivery timelines. The situation arises as India implements policies requiring the use of domestically manufactured cells, aiming to bolster its local ecosystem. However, domestic cell production has lagged behind the rapid expansion of module manufacturing capacity, leading to a significant imbalance in the supply chain. China continues to dominate global solar cell manufacturing and remains India's primary source of imported cells. Establishing competitive domestic cell manufacturing requires substantial capital, advanced technology, and time, despite government incentives and import restrictions. Developers are also concerned that the limited availability and higher cost of local cells could impact project economics and delay renewable energy installations. India has set a target of 500 GW of non-fossil fuel electricity capacity by 2030, with solar power playing a crucial role. Achieving this goal will necessitate a rapid scaling of domestic solar cell manufacturing, alongside continued investment in other areas of the solar value chain. Despite current challenges, analysts foresee a positive long-term outlook for India's solar manufacturing sector, supported by ongoing policy initiatives, investments, and technological partnerships.
