Hong Kong's Buildings Department is investigating potential quality issues at the One Stanley luxury residential development in Stanley after a homeowner's representative reported concerns about insufficient steel bars in floor slabs. The department received the complaint in January and conducted initial inspections in March, followed by multiple site visits and tests between June and September.
While the department stated that the overall structural integrity of the building does not appear to be in immediate danger, its inspections revealed discrepancies. Specifically, a steel mesh was reportedly missing from a beam on the ground floor, and the configuration of steel bars in some floor slabs did not align with the approved construction plans. The department is currently analyzing the test data.
In response, the Buildings Department has formally requested assistance and relevant information, including material testing reports and certificates, from the project's authorized person, registered structural engineer, registered contractor, and the developer. The department has reminded industry professionals and contractors of their obligation to supervise and construct according to approved drawings, warning that non-compliance can lead to prosecution and disciplinary action. Amendments to the relevant ordinance are also being prepared by the Development Bureau to increase penalties for such offenses by the end of the year.
