UK's Burnham pledges social care reform at next election

Greater Manchester Mayor Andy Burnham has announced his intention to present a vision for a universal social care service in England, free at the point of use, at the next national election. Burnham stated that the current system is "as unfair as American healthcare" and can leave the most vulnerable individuals financially ruined. He plans to "rip the plaster off" to address the issue, acknowledging that such reforms may be costly and politically challenging.

Burnham indicated that the reforms would be funded by "everybody" through taxation, but declined to provide specific details on the funding mechanism, promising more information in his conference speech. He also ruled out implementing reforms before the next general election, currently due by 2029, aiming to include the proposals in Labour's manifesto to gain public endorsement and mitigate political attacks. The death of his father, who had Alzheimer's, recently influenced his commitment to tackling the issue.

Previous attempts at social care reform, including one by Burnham in 2009, have faced significant political opposition and were ultimately abandoned. He stressed the need for consensus and warned against scaremongering by opposition parties that could derail vital reform efforts. Burnham acknowledged concerns in financial markets about the UK economy's state but suggested that long-term, productive approaches to issues like homelessness and youth unemployment could save money.
