Ukrainian forces struck the Kamensky Plant, a missile production facility in Rostov Oblast, President Volodymyr Zelensky said on November 1. Ukraine's General Staff had reported an attack on the factory the previous day, according to the report.
Zelensky said the strike used a combination of drones and Neptune cruise missiles. "Our long-range strikes have targeted the Rostov region. The Kamensky Plant – a Russian defense industry facility involved in missile production – has been struck," he wrote on social media.
The plant, about 15 kilometers from the border with Ukraine, produces solid rocket propellant for a range of Russian rockets, missiles and aircraft weapons. It has been sanctioned by the EU, the UK and the US for its role in Russia's war against Ukraine.
Zelensky said a Pantsir-S2 system and a command and control vehicle belonging to the S-400 Triumph system were also struck, causing an estimated $70 million in damage. The report gave no independent confirmation of the damage estimate.
The strike came as Russia continued to attack Ukrainian cities, civilians and energy infrastructure ahead of what the report described as an expected difficult winter. Zelensky has said deliveries of interceptor missiles from allies have been too small and delayed.
Ukraine has stepped up long-range strikes inside Russia and across Russian-occupied territories since the summer, hitting oil refineries, military-industrial plants and airfields, the report said. "We are rightfully defending ourselves against Russian aggression and doing everything we can to limit Russia's ability to continue it," Zelensky said.
