Victorian Premier Jacinta Allan Resigns Amid Leadership Challenge

Allan had initially stated her intention to contest the leadership after being informed by a group of MPs that she lacked caucus support. However, she subsequently declared her "unqualified support" for Carroll, effectively concluding the contest and averting a potentially protracted voting process involving both the parliamentary caucus and rank-and-file Labor members.

Months of speculation regarding a leadership challenge had been intensifying, fueled by unfavorable polling and low personal approval ratings for Allan. Allegations of misconduct related to the "Big Build" infrastructure projects, for which Allan previously served as the responsible minister, also heightened the pressure. While Allan has apologized for uncovered criminal conduct, she has reportedly resisted calls for a royal commission into the matter, a position that has created friction with some MPs. Carroll is understood to favor a royal commission and believes he can better address issues such as the public school teachers' pay dispute, the government's economic credibility, and business support.

Carroll had previously denied any intention to challenge Allan, even as recently as June. Under Labor's rules, a contested leadership election can take up to six weeks to conclude. Upon arriving at parliament, Carroll stated his focus was on discussions with his colleagues. Minister Steve Dimopoulos, a supporter of Allan, acknowledged the party's established process for resolving internal matters. Former health minister Mary-Anne Thomas expressed her continued support for Allan, while Energy Minister Lily D'Ambrosio also backed the outgoing premier. Environment Minister Enver Erdogan, however, stated there was a "case for change" and called for stronger action on crime and corruption, supporting the idea of a royal commission.
