However, Ukrainian officials and defense experts caution that turning this pledge into reality will be a complex and lengthy process. Ukrainian President Volodymyr Zelenskyy acknowledged that diplomats and defense officials must now work diligently to finalize the licensing arrangements. Experts suggest that a license may not cover the entire Patriot system, potentially being limited to specific components, the final assembly of imported kits, or the production of interceptor missiles themselves, rather than complete batteries including launchers and command centers.
Anatolii Khrapchynskyi, development director of the Fly Group Ukraine defense company, noted the ambiguity in Trump's statement regarding what specific 'Patriots' Ukraine would be allowed to produce, highlighting the vast supply chain involved in missile production. While Ukraine has demonstrated capability in manufacturing drone systems, Patriot interceptors are significantly more complex, requiring advanced guidance, radar technology, and strict military-grade certifications.
Experts estimate that implementing full production could take years. Yehor Chernev, deputy chairman of Ukraine’s parliamentary committee on national security, suggested that even with complete component kits from abroad, Ukraine would need at least 18 to 24 months to establish a pilot production line, followed by additional time to complete the first weapons. He also indicated that highly sensitive technologies, such as the missile's active radar seeker, might not be fully transferred for domestic manufacturing, implying Ukraine might need to import critical components and focus initially on assembly or less sensitive parts of the supply chain.
