Wang Lisheng, the former head of Jilin province's financial regulator and a significant figure in local banking reform, has been taken away by authorities, according to multiple sources. Wang disappeared in early December, shortly after his profile was removed from the official website of the Jilin Provincial Local Financial Regulatory Administration in July. He had joined the agency eight months prior, following a brief tenure as the inaugural chairman of Jilin Rural Commercial Bank.
This development follows the detention of Jilin Bank Chairman Qin Jizhang in November. Qin, 57, previously worked at China Export-Import Bank and China Merchants Bank before joining Jilin Bank. He was removed from his position as Chairman on December 8, 2025, due to work reasons. Simultaneously, Chen Zhixing, 46, was appointed as the new Chairman of Jilin Bank. Chen had previously served in various roles, including Deputy President of China Development Bank Jilin Branch and President of Jilin Bank.
Furthermore, former Jilin Bank Chairman Chen Yulong voluntarily surrendered himself on November 24, 2025, and is undergoing investigation. Separately, Hou Wailin, a former securities regulator and ex-chairman of a major Chinese state-owned conglomerate, is under investigation for suspected corruption. Hou was taken away by Guangdong authorities in early July, nearly three years after his retirement.
