Zhang Shuofu, a vice chairman of the Guangdong provincial legislature and a former Communist Party chief of Guangzhou, is under investigation for suspected serious violations of party discipline and law, China’s top anticorruption watchdog said Thursday.
The Central Commission for Discipline Inspection and the National Supervisory Commission announced the probe into Zhang, 61, on Oct. 8. The statement provided no details of the allegations.
According to additional sources, Guo Yonghang, who previously served as the party chief of Shenzhen, Zhuhai, and Guangzhou, is also under investigation for serious violations of discipline and law. Guo Yonghang was appointed vice chairman of the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference in January 2026, after stepping down as Guangzhou Party Secretary in December 2025. Zhang Shuofu, born in August 1965, is 61 years old and from Changsha, Hunan. He holds a doctorate in engineering and is a senior engineer. His career began in the Hunan Provincial Water Resources Department after graduating with a master's degree in 1988. He later served in various roles in Hunan, including deputy director of the Water Resources Department, deputy secretary of the Yiyang Municipal Party Committee, and director of the Water Resources Department. He also served as mayor of Loudi and party secretary of Yongzhou before becoming vice governor of Hunan province in 2013. In 2015, he moved to Yunnan province as a member of the Standing Committee of the Provincial Party Committee and secretary of the Provincial Commission for Discipline Inspection. The following year, he transferred to Beijing as a member of the Standing Committee of the Municipal Party Committee and secretary of the Municipal Commission for Discipline Inspection, also serving as director of the Beijing Municipal Supervisory Commission. In 2018, he moved to Guangdong as a member of the Standing Committee of the Provincial Party Committee and party secretary of Guangzhou. He stepped down from his role as Guangzhou Party Secretary three years later.
