EU seeks NATO-style response to Russian hybrid attacks

At a Foreign Affairs Council gathering, ministers will explore how EU institutions and member countries can collaborate on utilizing existing tools to counter activities such as drone incursions, sabotage, and cyberattacks, provided they fall below the threshold of direct armed aggression. EU's top diplomat Kaja Kallas emphasized that the protocol would address threats that do not constitute an "armed aggression."

Diplomats acknowledge that the specifics of the protocol remain vague, but the move comes amid a notable increase in suspected Russian hybrid activities over the summer. Eastern European nations bordering Ukraine have reported frequent drone overflights and incidents, with concerns growing about potential expansion into Western Europe. Germany recently accused Russia of orchestrating a drone attack at Leipzig airport.

Finnish Defense Minister Antti Häkkänen linked the rise in hybrid actions to Russia's lack of battlefield success in Ukraine, suggesting that increased pressure is being applied to countries supporting Kyiv. He indicated that potential responses could include further sanctions and visa restrictions for Russian citizens, while stressing the need for close cooperation with NATO. A key challenge identified by officials is the necessity for faster evidence gathering and attribution of such attacks. Estonia's Defense Minister Martin Herem highlighted the importance of identifying perpetrators before acting, referencing Germany's recent approach.
