As Western sanctions and the fallout from the Ukraine war continue to limit Russia's international engagement, the Kremlin is pursuing a quieter form of diplomacy — education. Russia has been expanding efforts to attract students from Asia, Africa and the Middle East, as President Vladimir Putin wants the number of foreign students in the country to reach 500,000 by 2030, up from roughly 400,000 today.
