Brazilian mining giant Vale SA has decided to indefinitely postpone the initial public offering of its critical minerals subsidiary, Vale Base Metals Ltd. The move comes amid political opposition within Brazil, with sources indicating that President Luiz Inácio Lula da Silva's government is concerned about the country losing control over strategic mining assets.
Vale Base Metals, which holds the company's global portfolio of copper, nickel, and cobalt operations across Canada, Brazil, Japan, Britain, and Indonesia, was carved out internally in 2023 in anticipation of an eventual IPO. As recently as March, Vale's CFO Marcelo Bacci suggested the transaction could occur later in the year, with CEO Shaun Usmar aiming for the unit to be 'IPO-ready' by midyear.
However, three sources told The Globe and Mail that Vale recently decided against proceeding with the IPO at this time. Two sources cited the Brazilian government's lack of support, with President Lula da Silva reportedly advocating for Vale to retain full control of the subsidiary, particularly its large copper mines in Brazil. The government's stance reflects a broader global trend of countries becoming more assertive in protecting domestic supply chains for critical minerals.
Vale Base Metals is 90% owned by Vale, with Saudi Arabia's Manara Minerals holding the remaining 10% stake, acquired for approximately $2.5 billion in 2024. Both Vale and Vale Base Metals declined to comment directly on the IPO being put on hold, with Vale Base Metals emphasizing its focus on growth and portfolio optimization.
