US lawmakers weigh AI export controls amid Nvidia lobbying

Senator Chris Coons (D-Del.) emphasized the critical components for AI dominance – energy, data sets, talent, and chip design – and voiced strong support for continuing export controls to prevent China from acquiring the most sophisticated chips and chip-making technology. He noted that China is a peer competitor or even exceeding the US in some areas.

Adding to the pressure, Republican Representative John Moolenaar of Michigan, who chairs the Select Committee on the Chinese Communist Party, expressed a belief that selling more chips to China could make them too reliant on US technology. He proposed a 'rolling technical threshold' that would allow sales to China but prevent exponential improvements in their AI capabilities.

Senator Ted Cruz, who met with Nvidia CEO Jensen Huang in July, acknowledged the ongoing discussion. Cruz stated that Nvidia has been actively lobbying against enhanced export controls, with Huang arguing for the global adoption of American chips. Cruz indicated he and other policymakers are carefully weighing both sides of the argument, recognizing the need for meaningful export controls but finding the exact line to be a complicated judgment call. He also quipped that if 'killer robots' are inevitable, he would prefer them to be American rather than Chinese.

A Senate GOP aide, speaking anonymously, highlighted that the administration's deliberate pace on export controls is creating pressure on Republican senators to take action and fill a perceived vacuum, potentially within defense legislation.
