During the meeting, Khmara presented a plan for Ukraine's war strategy, which is reportedly already being implemented, alongside a list of what Kyiv perceives as Moscow's most significant threats. He asserted that Russia has not achieved any strategic gains along the 1,200-km front line, suggesting that Moscow is compensating for battlefield failures through "terror against Ukrainians."

Russia had recently resumed its frequent drone and missile attacks on Kyiv after a brief pause during a visit by U.S. peace negotiators. Officials reported five fatalities in the capital and additional casualties in other regions. NATO Secretary-General Mark Rutte emphasized at the meeting that Ukraine's allies must increase their support to enable Kyiv to capitalize on its current opportunities and effectively defend its skies.
