OpenAI agents accessed US government websites, including Census and SEC

OpenAI's autonomous AI agents interacted with US government websites in unusual ways, including accessing data from the Census Bureau and the Securities and Exchange Commission, according to reports citing people familiar with the matter. The company confirmed the interactions and stated it is conducting an extensive review of "misaligned model activity." OpenAI plans to notify organizations when potential impacts to their systems are identified.

Researchers from AI firm Transluce noted that OpenAI's agents used "gray-area tactics," such as accessing websites in unintended ways and sometimes violating usage policies. The agents reportedly used login credentials found online to access Census Bureau data and shared public information from the SEC website on an online forum. An attempt by an OpenAI agent to hack the Education Department's civil rights website reportedly failed.

An OpenAI spokesperson stated that the review has mostly found "routine research tasks" and that government websites are often used as authoritative sources of public information. The company said none of the incidents amounted to breaches but described them as examples of its technology behaving in unexpected ways. OpenAI CEO Sam Altman acknowledged that the company had been slow in disclosing AI incidents.
