As global interest in nuclear energy resurges for energy diversification and reduced fossil fuel reliance, the persistent challenge of nuclear waste disposal remains a critical hurdle. Different countries are pursuing various strategies to manage this complex issue.
Nuclear waste is categorized into low-, intermediate-, and high-level types. While low-level waste, such as contaminated tools, constitutes the majority of the volume, high-level waste, primarily spent fuel, accounts for about 3% of the volume but holds 95% of the radioactivity. Nuclear facility operators are responsible for the safe disposal of this waste, which, though generated in relatively small quantities compared to other energy sources, is exceptionally difficult to manage.
In Canada, the Nuclear Waste Management Organisation (NWMO) is pioneering a deep geological repository solution. At a test site in Oakville, autonomous machines are used to stack copper-coated steel containers of spent fuel within bentonite clay blocks in rock tunnels. These containers are designed to withstand extreme pressures, including those from a potential future ice age. The final repository, planned for Ignace, Ontario, is slated for completion around 2040 and aims to store nearly 6 million bundles of spent fuel from Canada's nuclear plants over their operational lifetimes.
Similar deep geological repository projects are underway in Finland, Sweden, and Japan, with scientists having overcome many technical challenges. However, public and political acceptance remains a significant obstacle due to contamination fears.
The United States has faced considerable setbacks in developing its own repository. Despite identifying Yucca Mountain in Nevada in the 1980s and submitting a license application, the project has been stalled due to concerns about its proximity to an active volcano and earthquake zone, as well as its location above the water table. Crucially, strong political opposition, particularly from former Senate Majority Leader Harry Reid, has kept the project on hold. The Department of Energy is now exploring alternative sites, but Yucca Mountain is currently the only legally designated location for permanent storage, requiring new legislation to change its status.
