Howard Hughes Communities is planning Teravalis, a large-scale master-planned community in Arizona that could eventually house 400,000 residents. Located 40 miles west of Phoenix, the 37,000-acre development is designed to be one of the largest of its kind in the United States.
The master developer acquired the land in 2021 for $600 million and has submitted an application to increase the number of approved homes to over 130,000, significantly expanding its potential population. The project is envisioned as a multi-generational undertaking, potentially spanning up to 75 years to fully build out.
The first village within Teravalis, named Floreo, broke ground in 2022 and welcomed its initial residents in November. Floreo spans 3,000 acres and involves partnerships with seven homebuilders, including Century Communities, Brightland Homes, KB Home, Lennar, and Meritage Homes.
Kate Kaminski, president of Howard Hughes Communities' Arizona region, highlighted the opportunity to create a new city from the ground up, emphasizing strategic placemaking, community identity, and architectural standards. The plan includes 12 distinct villages, each with its own character, while maintaining a cohesive overall vision. Water conservation is a key consideration for the desert location.
The company aims to replicate the success of its Summerlin community in Las Vegas, which features a substantial commercial core. Teravalis is designed to be a destination for living, working, shopping, and leisure, with plans for extensive retail, office space, hospitality, and public gathering areas, alongside residential neighborhoods, schools, and parks.
