Europe is grappling with an intensifying heatwave and drought that is significantly impacting its energy infrastructure and commodity supply chains. Temperatures exceeding 40°C have become common across southern and central Europe, leading to widespread wildfires and straining river systems. This extreme weather is creating operational challenges for refineries, reducing hydroelectric and nuclear power generation, and increasing the cost of inland fuel transport.
Refineries, many built decades ago and optimized for cooler climates, are struggling with reduced cooling efficiency due to high ambient air temperatures. Water-cooled systems face a dual crisis of low water volumes and high water temperatures, forcing refiners to slow operations to comply with environmental regulations. Analysts at Standard Chartered note that this combination of factors is amplifying pressure on refinery margins and diesel cracks, with the ICE gasoil-Brent crude crack nearing a 20-year high.
The drought has also led to record-low water levels on major rivers like the Danube and Rhine. This has forced nuclear power plants, such as Hungary's Paks and Romania's Cernavodă, to cut output significantly due to insufficient cooling water. In Romania, a state of emergency was declared, and industrial facilities, including automotive plants, have paused operations to reduce power demand. Major hydroelectric producers in the Alpine and Nordic regions are also reporting substantial losses due to plummeting output.
Furthermore, low river levels are constraining inland logistics, forcing barges to carry smaller cargoes, which increases transportation costs for crude oil, refined products, and refinery feedstocks. These combined effects are compounding an already challenging market for refined products in Europe.
