Iran nuclear standoff: Analyst says Tehran feels the international scene is shifting

The head of the International Atomic Energy Agency is urging Iran to re-engage as the US, UK, France and Germany seek a resolution that could refer Tehran to the UN Security Council for failing to comply with nuclear reporting obligations. IAEA chief Rafael Grossi said it is "more than a year since the Agency lost continuity of knowledge" over previously declared stocks of uranium enriched to up to 60 percent at facilities hit in US and Israeli attacks. Professor Cyrus Schayegh of the Geneva Graduate Institute told Al Jazeera that Iran is "unlikely" to engage on the nuclear front "unless and until the United States start to engage with Iran and a bunch of Arab Gulf countries as well in the Gulf itself." He said Iran feels that with the US midterm elections approaching and third parties such as Qatar and the Shanghai Cooperation Organization becoming more openly critical of Washington, "the international scene is somewhat moving their way." Iran's Foreign Ministry spokesman has warned that Tehran will take "necessary measures" if the Western powers pursue the resolution. Schayegh added that the US is a "superpower in relative decline" and that the US-Iran war is "accelerating that decline."
