The review found that while PIP is valued, its current structure is not fit for purpose and has not kept pace with changing understanding of health and disability over the 13 years since its introduction. Sir Stephen promised "fundamental change" in recommendations due in the autumn, but stressed that any changes must be financially sustainable within current spending projections.
The number of PIP recipients has risen considerably, with spending forecast to exceed £41 billion by 2030. This increase has been fuelled in recent years by claimants citing mental health conditions. The review was commissioned by Prime Minister Sir Keir Starmer following a previous government U-turn on plans to cut disability and sickness-related benefits by £5 billion annually.
Sir Stephen indicated that the final report, expected in the autumn, would contain well-thought-out proposals rather than "crude" changes to benefit levels. He acknowledged that projected rises in PIP payments represent government liabilities and that fiscal sustainability will be a concern when decisions are made.
