Spanberger proposes new data center regulations in Virginia

Northern Virginia, home to the world's densest concentration of data centers, has become a focal point for public discontent regarding increased power bills, noise, and air pollution. This situation positions Virginia as a key indicator of how Democrats might navigate public backlash while capitalizing on economic development opportunities. The state's role in the 2028 presidential primary could make Spanberger's approach to this issue, and the Republican response, a potential roadmap for other Democrats.

Earlier this year, Spanberger successfully opposed a bipartisan legislative effort to repeal data center tax incentives, which led to a budget impasse and nearly resulted in the state's first government shutdown. Senate President Pro Tempore L. Louise Lucas dubbed Spanberger a 'data center diva' during this period. Ultimately, the governor and House Democrats agreed to implement a new energy consumption tax on data centers, with an annual cap of $600 million for two years. However, Spanberger maintained her stance on preserving tax breaks, arguing that their repeal would undermine other economic development initiatives. The budget agreement also mandated a legislative panel to review data center subsidies and propose recommendations for the upcoming legislative session.
