Ukraine launched a drone strike on the Lukoil-Nizhegorodorgsintez oil refinery, also known as NORSI, in Kstovo, Nizhny Novgorod Oblast, on August 26, causing a fire and halting crude oil processing. The refinery, Russia's fourth-largest and second-largest gasoline producer, has an annual processing capacity of around 17 million metric tons. This strike marks the latest in a series of Ukrainian attacks on Russian energy infrastructure, which have led to fuel shortages and long lines at gas stations across Russia. Following the Aug. 26 attack, Lukoil now has all its major refineries in Russia offline. The NORSI facility lies nearly 800 kilometers from the Ukrainian border and has been targeted multiple times this summer. Kazakhstan is set to process Russian crude and send 70% of its diesel and gasoline output back to Russia to help alleviate shortages.
