Russia is broadening its influence in Africa by establishing new cultural and educational centers, known as "Russian Houses." This initiative aims to strengthen ties beyond existing military and security cooperation.
According to Russia's humanitarian agency Rossotrudnichestvo, the program will focus on promoting the Russian language, education, science, and culture, while also supporting various projects. Eight of eleven new centers are slated for Africa, adding to the 16 already in operation on the continent. These new centers will be located in the Democratic Republic of Congo, Kenya, Madagascar, Mali, São Tomé and Príncipe, Senegal, Sierra Leone, and Togo.
The expansion comes as Russia's state-controlled African Corps has become a significant security partner for military governments in West Africa, particularly in Mali, Niger, and Burkina Faso, who have sought to reduce French influence. These countries have turned to Russian mercenaries following the withdrawal of French and other international forces.
Rossotrudnichestvo plans to increase the intensity and oversight of its work, with a focus on tailoring educational programs to meet the specific needs of each country. A new micro-grant program is set to begin in 2027 to support educational, cultural, scientific, technological, and youth projects abroad. The agency also seeks stronger partner organizations to operate the Russian Houses and create a "full-fledged international network."
Rossotrudnichestvo has also signed an agreement with the Association for Economic Cooperation with African Countries (AECAS), a Russia-Africa trade and business networking body established in 2020.
