Russia says US failed to uphold Trump-Putin summit 'understandings'

Russia has accused the United States of failing to uphold "understandings" reached between Presidents Vladimir Putin and Donald Trump at a summit in Alaska last August, suggesting growing frustration in Moscow amid intensified fighting in Ukraine. Russian Foreign Minister Sergey Lavrov stated that Europe is increasingly becoming a "major threat to international peace and security" due to its provision of military support to Ukraine. He also suggested that the U.S. may have used the summit as a "ploy to buy time to rearm the Kyiv regime."

Kremlin aide Yuri Ushakov said that only one side had remained committed to the understandings, "while the other side, as it now appears, has not been fully able to do its part." Lavrov's deputy, Sergei Ryabkov, echoed this sentiment, accusing the U.S. of departing from "fundamental understandings" and moving closer to "rabid anti-Russian policies pursued by the U.S.'s closest European allies - namely, the UK and France."

Analysts suggest this shift reflects Moscow's nervousness about the "critical situation for the Russian economy and military" due to a surge in Ukrainian attacks inside Russia, which Moscow believes are assisted by the U.S. Russia has consistently ruled out mediation by European governments and desires U.S. engagement to help end the war on its own terms. A key Russian precondition for peace talks remains Ukraine's withdrawal of forces from the eastern Donbas region.
