Retired electrical appliances engineer Kevin Rees, 63, has been sentenced to 15 years in prison for detonating a homemade explosive device at an Ultra Low Emission Zone (ULEZ) camera in Sidcup, South East London, on December 6, 2023. The blast caused extensive damage to nearby vehicles and property, with shrapnel reaching up to 100 meters away and striking the exterior of a child's bedroom.
Counter Terrorism Police investigated the incident, identifying Rees as responsible. Officers found materials at his home that could be used to make explosives, including aluminium powder and iron oxide. Detectives also discovered that Rees had posted online about ULEZ cameras, encouraging others to damage them. A photo of a ULEZ camera being installed on the day of the incident was found on his devices.
During sentencing at Woolwich Crown Court, the judge stated the offence had a "terrorism connection." Rees received a 15-year sentence for causing an explosion likely to endanger life or cause serious damage to property, with an additional year to be served on license. He also received a concurrent three-year sentence for possessing stun guns.
