London Mayor Sadiq Khan proposes unified e-bike regulations

Mayor of London Sadiq Khan has announced plans for a unified regulatory framework for dockless e-bikes across the capital, aiming to end the current "Wild West approach" where individual boroughs set their own rules. The initiative, supported by e-bike giants like Lime, Voi, and Forest, seeks to address challenges related to safety, inconsiderate parking, and data management that have arisen with the rapid growth of these services.

Under new powers granted by the government's English Devolution and Community Empowerment Act, Transport for London (TfL) will be empowered to establish a city-wide licensing scheme. This framework will replace the current fragmented system, enforcing a single set of rules for operators regarding safety standards, parking, and pricing. Khan emphasized the urgency for the Department for Transport to expedite the necessary secondary legislation and government guidance for the scheme's implementation.

While the new licensing framework requires further legislative steps, Khan is outlining his proposals to "speed up" the process. TfL's Director of Transport Strategy and Policy, Christina Calderato, welcomed the legislation, stating that the organization will work quickly with boroughs and stakeholders to be ready to assume licensing authority once the details are finalized. The move comes as daily bike trips in London have increased significantly, highlighting the growing importance of micromobility.
