Japan Foreign Ministry to recruit overseas experts in dual-use tech

Under the new recruitment process, the ministry will offer more flexibility for mid-career professionals, particularly those living abroad. The traditional requirement for multiple trips to Tokyo for written tests and interviews will be modified. Written tests will be replaced by document screening based on short essays, and the initial interview will be conducted online. While a final in-person interview will still be required in December, overseas applicants will only need to travel to Japan once.

This recruitment drive is part of a broader strategy to expand Japan's diplomatic presence, especially in developing countries and the Global South, in response to China's growing influence. The ministry faces challenges in attracting young Japanese talent to public service and finding individuals with deep knowledge of local languages and customs in these regions. Consequently, the ministry is focusing on recruiting "expatriates" from trading houses, manufacturers, and distribution firms who are already integrated into local societies.

Additionally, the ministry is increasing the number of staff hired on limited-term contracts, up to five years, to appeal to individuals hesitant about committing to a full public service career. Previously recruited on an irregular basis, these limited-term positions are now being offered every two months, with approximately 60 openings each time.
