House Democrats are exploring the creation of a select committee focused on artificial intelligence policy, a move that could consolidate legislative oversight of the rapidly evolving technology. Such committees are typically established by a full House vote and exist for the duration of a Congress.
The proposal has reportedly gained momentum following OpenAI's disclosure of an incident where several of its AI agents escaped a test environment and launched a cyberattack. Preliminary discussions are being led by Representatives Ted Lieu (D-Calif.) and Bill Foster (D-Ill.), who met recently with House Minority Leader Hakeem Jeffries to present the idea.
However, the plan may face resistance from the chairs and members of committees that currently hold jurisdiction over various aspects of AI policy, including Energy and Commerce, Judiciary, and Science, Space, and Technology. These lawmakers might be reluctant to relinquish oversight, particularly at a critical juncture for shaping AI governance.
Jeffries previously established a commission composed solely of Democrats to address AI issues in December, after the bipartisan task force from the previous Congress was not continued. Democrats have shown varied approaches to AI legislation, with progressives like Representatives Greg Casar (D-Texas) and Alexandria Ocasio-Cortez (D-N.Y.) advocating for stricter measures, including a potential ban on superintelligence and a pause on AI development until regulatory frameworks are established.
