South Korea's Ministry of Trade, Industry and Resources has approved a significant restructuring plan for petrochemical companies operating within the Yeosu industrial complex. This initiative comes in response to a prolonged downturn in the petrochemical sector, characterized by global oversupply.
The approved plan involves Lotte Chemical Corp. spinning off its naphtha cracking center (NCC) operations at Yeosu and merging them with Yeochun NCC Co. The newly formed entity will also integrate core businesses from DL Chemical, including its polyethylene (PE) operations, and Hanwha Solutions Corp., which contributes its PE and petroleum resin businesses. The goal is to streamline NCC facilities and production lines for commodity petrochemical products.
Beyond consolidating commodity production, the companies plan to pivot their business portfolios towards higher-value products, targeting the medical and automotive industries to bolster long-term competitiveness. To facilitate this transition, DL Chemical and Hanwha Solutions are set to inject a combined 800 billion won (approximately US$576 million) to manage debt and fund the restructuring efforts.
In return for their voluntary self-restructuring, the participating companies will receive substantial government backing, estimated at over 700 billion won. This support includes financial assistance, tax incentives, and regulatory relief. This marks the second major restructuring project approved under the government's initiative, following a similar plan for the Daesan petrochemical industrial complex in February, which involved Lotte Chemical and HD Hyundai Chemical reducing their combined NCC capacity by 1.1 million tons. The government also intends to initiate discussions for restructuring the Ulsan petrochemical industrial complex soon.
