Key facts
- Republicans drew the ninth, 14th, 22nd and 25th districts to favor their party; Democrats won three.
- Donald Trump would have carried all but one of the new districts by double digits in 2024, the report said.
- Democrat Darren Soto was leading in the ninth district, the one redrawn seat not yet won.
- Senator Ashley Moody, a Republican, won reelection by a narrow margin over Democrat Angie Nixon.
- Republican Byron Donalds won the governor's race by a narrow margin, the report said.
- Harvard election law professor Nicholas Stephanopoulos said gerrymandering would still gain Republicans about nine seats in a neutral environment.
Democrats won three of the four Florida congressional districts that Republicans redrew in 2026 to favor their party, and were narrowly leading in the fourth, according to a report published November 4, 2026. Governor Ron DeSantis and the Republican-controlled legislature created the new ninth, 14th, 22nd and 25th districts earlier in the year. Had the map been in place in 2024, Donald Trump would have won all but one of the seats by double digits and the remaining one by about nine points, the report said.
Democrats Kathy Castor, Pia Dandiya and Jared Moskowitz were projected to win the 14th, 22nd and 25th districts, while Democrat Darren Soto was leading in the ninth. The Florida redistricting was part of a nationwide effort by Trump and allies, with Republicans in Texas, Florida, Alabama, Missouri, Tennessee and North Carolina among those redrawing districts in their favor. Some of the new districts in Texas and North Carolina also appeared winnable for Democrats, the report said.
Nicholas Stephanopoulos, an election law professor at Harvard, cautioned against drawing the wrong conclusion from the Democratic wins in the redrawn districts. "Gerrymandering isn't yielding the gains GOP hoped . . . IN A BLUE WAVE ENVIRONMENT," he posted on X, adding that in a neutral environment Republicans would gain around nine seats net and that the new maps would still perform better than the old ones.
The Democratic wins came in a state Trump easily carried in 2024 and where DeSantis won the governorship by nearly 20 points four years earlier. Incumbent senator Ashley Moody, a Republican, defeated Democratic challenger Angie Nixon by a narrow margin, and Republican Byron Donalds narrowly won the governor's race, which few observers had initially expected to be close.
