Chinese researchers are developing new voluntary standards for autonomous satellite coordination and data sharing, a move that analysts suggest could significantly enhance the People's Liberation Army's (PLA) military targeting capabilities and bolster the resilience of its satellite networks. The initiative was advanced on September 21 when an expert panel at the Chinese Institute of Command and Control (CICC) in Beijing approved work on 10 proposed standards, paving the way for draft texts to be released for consultation.
According to a report on China's space warfare strategy, the PLA has fundamentally integrated the space domain into its core warfighting architecture, viewing it as essential for "intelligentized" warfare and executing system destruction against adversaries. As of late 2025, China operates a constellation of over 1,301 satellites, marking a 667% increase since 2015. This expansion includes sophisticated Intelligence, Surveillance, and Reconnaissance (ISR) platforms and the deployment of proliferated Low Earth Orbit (pLEO) mega-constellations like the Three-Body Computing Constellation, which incorporates orbital edge computing and artificial intelligence.
