Hong Kong's Independent Commission Against Corruption (ICAC) has charged Lau Mun-cheung, 65, the former head and consultant physiotherapist of the Chinese University Medical Centre's (CUMC) Sports Medicine and Rehabilitation Centre, with fraud. The charges allege that between July 2021 and September 2025, Lau falsely represented that he had personally provided professional services, including consultations and procedures, to patients with the intent to defraud the university into paying him fees. The ICAC stated that Lau was responsible for managing the centre's operations and supervising approximately 20 physiotherapists, and was entitled to fees for services he personally rendered. Investigations revealed that Lau allegedly instructed physiotherapists on multiple occasions to treat patients under appointments booked in his name, despite him not providing the services himself. The probe was initiated following a complaint lodged by CUMC in August of the previous year, alleging that staff had submitted false service records to defraud the centre.
