President Donald Trump has threatened to impose a 100% import tariff on any European country that introduces a digital services tax on American technology giants. Trump stated on his Truth Social platform that numerous European countries were discussing such levies and that any nation imposing one would immediately face the punitive tariffs, which would supersede existing trade agreements.
The threat comes days after the U.S. and EU finalized a new trade deal that would cap most tariffs on European Union goods at 15 percent, in exchange for reduced tariffs on U.S. industrial and agricultural products. Several EU member states, including France, Italy, and Spain, already impose a 3% digital services tax on large companies operating within their borders. The United Kingdom has had a 2% digital services tax in place since 2020, impacting major U.S. tech firms like Apple, Google, Meta, and Amazon, and raising significant revenue.
The European Commission defended the EU's "sovereign right" to regulate its economic activity, stating that unilateral measures targeting such policies were unjustified. The Commission indicated the EU would respond swiftly and decisively to defend its rights and regulatory autonomy, while also expressing a preference for a global solution to digital economy taxation.
Trump has a history of using tariff threats to pressure countries on digital taxes. Previously, Canada revised its digital service tax following such threats. The U.S. president has previously warned the UK about potential tariffs for its digital services tax. The U.S. Supreme Court, however, previously struck down a global tariff attempt by Trump.
