The decision was formalized during a state cabinet meeting chaired by Chief Minister Himanta Biswa Sarma. The Chief Minister emphasized the necessity of planned urban growth for Guwahati to accommodate future needs.
In addition to the GSCDA, the cabinet approved the implementation framework for the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 (VB-G RAM G Act), which is set to be implemented from July 1, 2026. This mission includes a budget of Rs 2000 crore and aims to provide 125 man-days of direct wage employment while focusing on asset creation.
Furthermore, the cabinet decided to implement a ban on fresh Aadhaar enrollment for individuals over 18 years of age, with exemptions for persons belonging to the Divyang, SC, ST, and Tea Garden communities. These exemptions will be valid until March 31, 2027, and the restriction does not apply to individuals under 18.
