Paraguay beef exports to the U.S. are rising because record U.S. beef prices and a thin cattle herd create a profitable arbitrage, not tariff cuts. Ben Klieve, toneX Financial Inc. Senior Research Analyst, explains what is pulling more Paraguayan beef into the U.S. and why prices have not responded. Paraguay has no U.S. beef import quota of its own and shares a general allocation with Brazil, so it pays a higher tariff than neighbors such as Argentina. Lower tariffs have done little to raise beef imports or move U.S. beef prices, which stay high on a record-low cattle herd. The tariff-free allowance expires at the end of November, but the price gap drawing imports in remains.
