The US extended until January 10 a suspension of a rule that would expand trade restrictions on Chinese companies' access to American technology, Nikkei Asia reported on November 6, 2026. The delay keeps in place a pause on measures that had been set to widen controls on technology exports to Chinese firms.
The extension follows a truce that US President Donald Trump and Chinese President Xi Jinping agreed at an October 2025 meeting in South Korea, where they suspended US port fees on Chinese-built vessels and Chinese export controls on rare earths. The two leaders have met twice since, with Trump visiting Beijing in May and Xi visiting Washington in September.
According to The Leadsman, the September 24 Washington visit extended the truce through January 10, 2027, and produced a framework covering $30 billion in reciprocal tariffs on specific goods categories, plus an AI dialogue channel and a military-to-military communications hotline. The outlet said the September meeting produced no framework toward a comprehensive deal.
The next summit is the APEC Economic Leaders' Meeting in Shenzhen on November 18 and 19, with the APEC CEO Summit opening a day earlier on November 17 and drawing approximately 1,000 business leaders, The Leadsman reported. The outlet said Trump-Xi bilateral talks are confirmed as the summit's centerpiece and would be their fourth meeting since January 2026.
The Leadsman also reported that China's October manufacturing PMI contracted to 49.3 and that Russian President Vladimir Putin is expected to attend APEC, with a possible Xi-Trump-Putin trilateral floated but unconfirmed.
