Germany's Transitional Development Assistance (TDA) is supporting Ukraine's social recovery through the Strengthening of Urban Resilience (SUR) project, implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH. The initiative aims to bridge humanitarian relief and long-term development by helping war-affected cities withstand conflict and prepare for future challenges. SUR focuses on restoring essential services like housing, water, and energy, particularly for internally displaced persons (IDPs) and vulnerable groups.
In Zhytomyr, Iryna Simakina, an IDP, received an inclusive apartment in December 2025, showcasing the project's impact on housing. The project also addresses critical infrastructure needs, such as supporting a decentralized water supply network in Mykolaiv and providing essential energy equipment like cogeneration units and generators to over 100 cities, benefiting millions.
SUR's approach emphasizes long-term urban planning and resilience, moving beyond simple restoration to embed reconstruction within sustainable development strategies. This includes modernizing heating infrastructure, as seen in Kryvyi Rih, and ensuring stable energy supplies for critical facilities like municipal hospitals.
