Two police officers with the Hampshire Constabulary are under investigation for gross misconduct by the Independent Office for Police Conduct (IOPC) in connection with the death of Henry Nowak. Nowak, 18, died in December 2025 after being stabbed by Vickrum Digwa. Digwa had falsely claimed to police that he was the victim of a racist assault by Nowak, leading the responding officers to handcuff Nowak and treat him as a suspect, despite Nowak stating he had been stabbed and could not breathe.
The IOPC is also examining whether race or religion played a part in the officers' decision-making, following meetings with Nowak's family and a formal complaint. The watchdog will investigate if the officers' actions breached professional standards, including duties and responsibilities, use of force, and discreditable conduct, by potentially failing to recognize Nowak's need for urgent medical attention and arresting him instead of providing aid.
Derrick Campbell, director of engagement at the IOPC, stated that the investigation does not necessarily mean disciplinary proceedings will follow, but a decision will be made at its conclusion. Vickrum Digwa has been convicted of Nowak's murder and sentenced to life imprisonment with a minimum of 21 years.
