Russian forces attacked critical infrastructure in Dnipro and a gas production facility in Kharkiv Oblast on Oct. 21, leaving 30,000 consumers without power. The strikes come as Ukraine heads into winter, increasing pressure on its energy system, which is still struggling with damage from years of Russian strikes. The attacks in Dnipro occurred around 1:30 p.m. local time, affecting the Synelnykove and Pavlohrad districts, as well as the town of Samar. The specific facility targeted in Dnipro was not identified, nor was the extent of the damage. Separately, a Russian drone struck a Naftogaz gas production facility in Kharkiv Oblast earlier on Oct. 21. Naftogaz stated that an enemy drone hit one of its installations, but the security situation prevented an immediate assessment of the consequences. Acting Naftogaz CEO Serhii Fedorenko reported that Russian strikes on the company's facilities have exceeded 400 instances in 2026, a doubling compared to the same period last year. The Energy Ministry indicated that facilities were also targeted in Kyiv, Volyn, and Odesa oblasts, resulting in over 5,000 consumers in Volyn Oblast losing electricity. DTEK confirmed emergency outages in parts of Kyiv, but later stated the situation had stabilized.
