Over 1,100 foreign citizens were granted Russian visas last year as part of an initiative to attract individuals who align with the country's stance on "traditional values." This program, reported by state media, aligns with President Vladimir Putin's long-standing denouncement of liberal ideologies, which he characterizes as decadent and contrary to Russian identity.
The decree, signed in 2024, offers "humanitarian support" and visas to citizens from a specific list of countries, primarily in Europe, but also including the United States, Japan, South Korea, and New Zealand. These individuals are eligible to apply for residency in Russia.
According to Alexey Klimov, director of the Consular Department of the Russian Foreign Ministry, 1,112 people received entry visas through this scheme last year. German nationals led the recipients with 168 visas, followed by 140 French nationals. US citizens ranked third, with 105 visas issued.
