Mongolia's sovereign wealth fund, Chinggis Khaan, is actively seeking to attract international investors by highlighting the nation's resource wealth, particularly copper, a critical metal for technological infrastructure. The fund aims to bridge the gap between Mongolia's resource-rich status and global capital markets.
Mongolia's mining investment landscape is maturing, with approximately 24 companies listed on international exchanges such as the Toronto TSX/TSXV, Australian ASX, and London AIM. Recent significant transactions include Steppe Gold's acquisition of Boroo Gold, positioning it as a leading precious metals producer in Mongolia, and Erdene Resource Development achieving first gold production at its Bayan Khundii mine in September 2024. The Bayan Khundii mine boasts high gold grades and expansion potential, operating through a joint venture with the state-owned Mongolian Mining Corporation.
Government reforms are also enhancing the investment environment. The Law on Mining Commodity Exchange, effective June 2023, mandates transparent trading platforms for mineral products to improve price discovery and increase state revenue. Furthermore, legislation in 2024 established the Chinggis Fund, a sovereign wealth fund designed to channel revenues from strategic mines into long-term investments in health, education, and housing. This initiative aims to demonstrate the public benefit derived from resource extraction, thereby mitigating political pressures for nationalization or windfall taxes.
State-owned entities like Erdenes Mongol (coal) and Erdenet Mining Corp (copper-molybdenum) represent substantial asset value, though they remain unlisted. The Digital Nation initiative has also digitized mineral license tendering through an online portal, streamlining bureaucratic processes.
