The initiative aims to curb scalping and reduce instances of no-shows, according to officials who briefed lawmakers on Monday. Undersecretary for Environment and Ecology Diane Wong Shuk-han informed the Legislative Council subcommittee on ecology and tourism that the authorities are exploring a ballot mechanism for access, moving away from a first-come-first-served approach to ensure fairer distribution and prevent resale of booking slots.
