The European Commission on October 30 proposed a 45 billion euro ($51 billion) aid package for Ukraine in 2027, with the majority designated for defense. Approximately 31.7 billion euros ($35 billion) will bolster Ukraine's defense industrial capacity, while the remaining 13.3 billion euros ($14.8 billion) will support the Ukraine Facility and Macro-Financial Assistance programs. This funding is the second tranche of a 90-billion-euro ($100 billion) loan approved in April, with the first half already being disbursed. European Commission President Ursula von der Leyen stated the proposal provides predictability and helps maintain essential public services, emphasizing the need to pressure Russia to end its aggression. The support is contingent on Ukraine's progress in rule of law, anti-corruption reforms, and economic resilience.
