Andy Burnham to attend high-stakes Commonwealth summit with King Charles

While Downing Street has not formally confirmed Burnham's attendance, planning for his participation has intensified in recent weeks. This summit would mark Burnham's first major diplomatic engagement with King Charles since he took office in July. The monarch, as head of the Commonwealth, has already confirmed his attendance.

Discussions around reparations dominated the last CHOGM in Samoa, where Burnham's predecessor, Keir Starmer, initially stated the issue was not on the agenda, only to be confronted with a communique directly mentioning reparations. Although UK Foreign Secretary Ed Miliband is also slated to attend, Burnham's personal presence would allow him to "lead from the front" on the issue.

Downing Street's stance on reparations has remained consistent, with a spokesperson for Burnham stating on September 7 that "the U.K. does not and will not pay reparations," while acknowledging the abhorrent nature of the transatlantic slave trade and the need to acknowledge past wrongs. Campaigners suggest reparations could take various forms beyond financial payments, including climate adaptation and educational programs.

Attending CHOGM would add to Burnham's already busy autumn schedule. He is also set to unveil a 10-year vision for his government, present his first government-wide budget, attend the COP31 climate summit in Turkey, and participate in the G20 leaders meeting in Miami in mid-December. Burnham has emphasized the interconnectedness of global turmoil and the cost of living, highlighting the UK's role in bringing people together in a divided world.
