Hungary's Magyar links Ukraine EU talks to minority rights

Incoming Hungarian Prime Minister Péter Magyar has indicated that his government will only support the opening of Ukraine's EU accession negotiations if Kyiv enhances the rights of its ethnic Hungarian minority. This stance is significant as Hungary has previously been a key obstacle to Ukraine's EU integration.

Magyar has proposed direct talks with Ukrainian President Volodymyr Zelenskyy to address these concerns, focusing on restoring cultural, language, administrative, and higher-education rights for ethnic Hungarians in Ukraine's Transcarpathia region. Zelenskyy has expressed willingness to meet Magyar, acknowledging the issues but downplaying the dispute's severity.

European officials had hoped for a softer approach from Hungary following the change in government, aiming to rebuild trust and unlock frozen EU funds. Magyar has engaged in constructive high-level discussions in Brussels with leaders like Ursula von der Leyen and António Costa. However, linking accession steps to minority rights signals a continuation of Hungary's long-standing criticism of Ukraine's policies affecting Hungarian speakers.

The ethnic Hungarian community is concentrated in Ukraine's Zakarpattia region, bordering Hungary. Historically, this community has been a focal point of Hungarian political debate regarding minority protections.

Technical consultations have commenced between Hungary and Ukraine regarding the linguistic, educational, and cultural rights of the Hungarian minority. The EU has made progress on minority rights a prerequisite for formally opening Ukraine's accession talks.
